Yes, and this catches people out. Massachusetts is a town-government state — there is no county authority handling this, since Plymouth County today is essentially a Registry of Deeds and court system — so each town sets its own conditions for the public way. Driveway placement on private property is straightforward almost everywhere. Street or right-of-way placement needs permission from that specific town, and the process and lead time differ. In Plymouth that runs through the Department of Public Works and its Town of Plymouth — Street Opening Permits process; confirm the current requirements with them directly. Elsewhere, ask that town's own DPW.
